Dopo la decisione di ieri del Consiglio Federale, sulla ripresa dei campionati professionistici italiani, il presidente della Figc Gabriele Gravinaha scritto una lettera aperta indirizzata ai club di Lega Pro, pubblicata sul sito ufficiale della Federazione.
L’imprevista emergenza pandemica da Covid-19 e la crisi economica che ne è conseguita impongono al mondo del calcio comportamenti adeguati alla situazione che stiamo vivendo, soprattutto nervi saldi e grande senso di responsabilità. Le sfide che siamo chiamati ad affrontare in queste settimane necessitano scelte radicali, fondamentali per la sopravvivenza dell’intero sistema.
Con particolare riferimento alla Lega Pro, realtà straordinaria alla quale sono particolarmente legato in virtù del mio recente passato, posso confermare che l’attenzione è stata e sarà sempre altissima perché rappresenta il primo livello del professionismo del calcio italiano e per questo anche il più vulnerabile. Anche per questo a inizio gennaio abbiamo previsto, con un apposito piano di sviluppo, una programmazione di una serie di contributi per la categoria.
I successivi provvedimenti inseriti nel cosiddetto ‘Decreto Rilancio’ sono il frutto di un lavoro incessante, di grande efficacia, e rappresentano una tappa decisiva nel processo di consolidamento della categoria. Un impegno, quello della Federazione, che ha prodotto risultati rilevanti per i Club: 1) l’ulteriore rinvio dei pagamenti contributivi e fiscali al mese di settembre; 2) la sospensione dei canoni di locazione e dei diritti di superficie per gli impianti sportivi; 3) il riconoscimento della Cassa Integrazione per i contratti dei lavoratori sportivi fino ad un massimo di 50 mila euro lordi; 4) l’istituzione del Fondo Salva Sport con una quota percentuale dello 0,50% sul totale della raccolta per le scommesse sportive.
Parallelamente alla rappresentazione delle istanze del nostro mondo al Governo, dimostratosi particolarmente sensibile, nel Consiglio Federale di ieri è stato affermato in modo inequivocabile che il principio fondante del calcio è il merito sportivo. Lo dicono il CIO e il CONI, lo ribadiscono anche le indicazioni ricevute da FIFA e UEFA per la conclusione dei campionati 2019/2020.
Visto che mi è impossibile rispondere a tutti i Presidenti che hanno sollecitato un mio intervento, in qualsiasi direzione esso fosse, colgo l’occasione per chiarire la ratio delle decisioni assunte.
La delibera adottata ieri è un inno al gioco, un’esaltazione di quello che anima ognuno di noi, cari Presidenti: il desiderio di confrontarsi sul campo, di giocare e competere regolarmente. Ognuno di voi ha una tessera sulla quale c’è scritto Federazione Italiana Giuoco Calcio perché, dal primo giorno in cui si entra a far parte di questo mondo, si desidera scendere in campo, non il contrario. Ma ciò, ovviamente, sempre tenendo in massima considerazione la tutela della salute di tutti i protagonisti.
Per questo, il percorso che abbiamo tracciato prevede la ripresa regolare del campionato solo se nelle prossime settimane i protocolli sanitari divenissero pienamente applicabili anche in Lega Pro. In caso contrario, se non si potesse ricominciare con il calendario ordinario, come ho ribadito ieri durante la riunione di Consiglio al Presidente Ghirelli e ai consiglieri di Lega Baumgartner e Lo Monaco, individueremo un nuovo format per far disputare in sicurezza, più avanti nel tempo, sia play off che play out, affinché siano i risultati del campo a determinare le promozioni e le retrocessioni. Solo in ultima istanza, in caso di definitiva interruzione, abbiamo deciso che la definizione della classifica potrà avvenire anche applicando oggettivi coefficienti correttivi che tengano conto della organizzazione in gironi e/o del diverso numero di gare disputate dai Club e che prevedano in ogni caso promozioni e retrocessioni.
Peraltro, nello stesso Consiglio sono stati approvati degli importanti aggiornamenti al sistema delle Licenze Nazionali per l’iscrizione ai prossimi campionati che, come potrete verificare direttamente, tengono conto delle esigenze di chi sta facendo i conti con una crisi complessa, senza pero derogare ai principi di garanzia del sistema calcio professionistico nel suo complesso. Un passaggio decisivo, per ingenerare fiducia e guardare al futuro con maggiore consapevolezza. Un elemento sostanziale che è alla base del rapporto di collaborazione tra FIGC e Lega Pro sul quale rielaborare insieme al Presidente Ghirelli una strategia condivisa.
Non è facile, ne siamo tutti coscienti, ma si inizia a intravedere la luce in fondo al tunnel.
